Cohere is an enterprise AI company that chose not to build a consumer chatbot. Instead it focuses on language models, search models and agent software that businesses and public-sector bodies can run on infrastructure they control. That 'sovereign AI' pitch has become more valuable as governments in Canada and Europe look for alternatives to US AI providers, and it underpins Cohere's 2026 merger agreement with Germany's Aleph Alpha. Cohere makes money by selling AI to businesses, not consumers.
